What is the procedure for issuing, renewing international driving permits in Vietnam?

Applications for international driving permits (IDPs) can be submitted directly at traffic police offices in localities in Vietnam or online through the national public service portal, according to a representative from the Ho Chi Minh City Traffic Police.

1. For Vietnamese citizens and foreigners with permanent or temporary residence cards in Vietnam who hold valid driver’s licenses made of PET (polyethylene terephthalate) material and issued by Vietnam, the procedure is as follows:

IDP application documents:

  • IDP application form

Where to submit applications:

  • Traffic police offices in provinces and cities
  • The Traffic Police Department under the Ministry of Public Security
  • Online public service portal

Fees:

  • Submitting applications in person: VND135,000 (US$5.3) per issuance
  • Submitting applications via online public service portal: VND115,000 ($4.5) per issuance

Result delivery time:

  • Five days after the application reception
  • Driver’s license information will be updated on VNeID (for citizens with level-two identification) and the Traffic Police Department’s driver's license information page: gplx.csgt.bocongan.gov.vn, three days after the application reception.

Result delivery: At the office where the applications were submitted or via postal service at the applicants’ request.

2. For Vietnamese citizens and foreigners with permanent or temporary residence cards in Vietnam who hold valid driver’s licenses issued by countries that are party to international agreements of which Vietnam is also a member, the procedure is as follows:

IDP application documents:

  • IDP application form
  • A Vietnamese translation of the driver’s license, certified by a notary office or the Embassy/Consulate General in Vietnam where the translator works, sealed with the driver’s license copy
  • A copy of the temporary or permanent residence card, or diplomatic or official ID for foreigners; and one 3x4 cm photo

Where to submit applications:

  • Traffic police offices in provinces and cities
  • The Traffic Police Department under the Ministry of Public Security

Fees:

  • Submitting applications in person: VND135,000 per issuance

Result delivery time:

  • Five days after the application reception
  • Driver’s license information will be updated on VNeID (for citizens with level-two identification) and the Traffic Police Department’s driver's license information page: gplx.csgt.bocongan.gov.vn, three days after the application reception.

Result delivery: At the office where the applications were submitted or via postal service at the applicants’ request.

Since March 1, the Ho Chi Minh City Police have been accepting driver’s license testing, renewal, and replacement applications at three locations: 252 Ly Chinh Thang Street, Ward 9, District 3; 8 Nguyen Anh Thu Street, Trung My Tay Ward, District 12; and 111 Tan Son Nhi Street, Tan Son Nhi Ward, Tan Phu District. 

Additional locations for receiving applications will be set up at police stations in several communes and wards in the coming time.
